Well to be fair, it might not be that they're optimizing their games, a lot of independent developers are working with prebuilts that don't even have gpus, it's actually kind of funny. You can make a rough guess as to what kind of computer the dev had based on how demanding the game is.

Anyway OP you're probably not going to have much luck with Unity games like Cuphead, the engine is bloated garbage. I recommend you stick to Slav games like Mudrunner or doujins. Or just hit up GOG and play the classics.

This questions pretty pointless unless you're more specific. You're basically just asking for good games, of which there are plenty that aren't also modern. If you're primary focus is to play games that are modern just for the fact that they're modern then you'll need a new computer. They aren't too modern though they've been ported relatively recently, but you should be able to play the Ys games reasonably well enough and most Falcom games excluding the newest of the new ones.
It should be able to handle most 2D indie games well enough as well.

I don't know about the videocard (I can't even find out the exact model ffs), but my CPU is similar and from among recent games I can run DSIII and D:OS2 at 40 fps and Grim Dawn at 60 in DX9 mode, but not in the Cauldron (arena mode with waves). I didn't even try anything else, because there are no games.
