It's not that weird. While the franchise has always sold toys and such, suits back as late as 2003 were designed with the idea that the creatures needed to look like "realistic" monsters first. Same goes for the riders outfit. I think the refinements in TVCG also helped these guys get away with more extravagant suits since the need for someone to actually fight in one for extended scenes also dropped down a bit.
I think it was around 555 or Blade (whichever came first) that you started to see the rider belts become these comically bloated toys, and suit design followed through. Neo-Heisei era is just glorified advertisements now.

Sometimes it worked with battle royale shows like Ryuki but you also got boring frustrating shows like Faiz where everyone just sits around talking. Or bad human drama taking first precedent over the actual Kamen Rider stuff. Agito is enjoyable if you like slow burns but damn does it not feel like a Kamen Rider show. Even Kuuga remembered to actually make it fun and unabashedly say Kamen Rider. Even Blade is remembered almost completely for it's memes produced from the awkward first like 15 episodes.
If people want more serious Kamen Rider again then they can go watch Amazons. 2 seasons and a movie. Little to no humor. Serious tone. Grounded stakes.
