Someone gifted me Oblivion on steam today, and I'm going to go into it with fresh eyes. I've never played it before. It includes all DLC.

There is no definitive experience. Get the unofficial patches, something to fix the level scaling, and maybe a UI mod. The rest is up to personal taste.

Go to tesgeneral's website and download the mods recommended there. I would only get the graphical mods, bug fixes, and game stabilization mods.
This game is a lot more finicky to get working with mods than skyrim or morrowind, so be careful.

The levelling system is garbage.
Get the loot-descaler mod and see if you can do anything about the player levelling system.
You can get mods which improve the graphics, but Oblivion will always look odd. The game has a strange charm to its jank, you need to get used to it.

I use the XP mod. It kind of fixes the level scaling issues because you can choose what you actually want to level up instead of using exploits or min maxing to hell and back.

Oblivion Vanilla is crap. Don't listen to fags telling you to play it raw. Get at the very least the mod that overhauls the character faces and some mods for male/female bodies. Then get Oscuro's Oblivion Overhaul, Unofficial Oblivion Patch, Vampire Face Fix, Deadly Reflex Combat Overhaul, and Oblivion Stutter Remover.

This makes the game objectively worse. In morrowind you had trainers without a level limit for training, teleportation/intervention, and hidden stuff throughout the world you could get to help you with the many unfair encounters you could meet. Oscuro's has none of that to my knowledge, and is ultimately a more bland version of morrowind.

OOO is good but it also adds in alot of shit you may or may not like, all a matter of taste tbh

Modding the game is more fun than the actual game itself anyway. The problem with oblivion is that it has the same shitty combat as morrowind but without the interesting world, good quests, good story and interesting ways to break the game with custom spells and the such. Instead it's replaced with crap level scaling and brain dead quests where you just follow quest markers or alternatively, you turn them off and are left completely lost because the quests don't give any real description of where you need to go.
It doesn't matter even if you fix the level scaling, bugs etc with mods since some things like the story and terrible quest system can't be fixed barring an entire overhaul of the game, at which point you may as well be playing a different game anyway.

I didn't try many overjauls other than OOO but I pointedly recall that it was leaps and bounds better than the base game which was incredibly poorly designed and had level scaling that was completely broken.

Oblivion actually has better quests than either Morrowind or Skyrim. People say Morrowind has better quests because for some reason they think getting lost = great quest, regardless of the actual content of a quest.

OOO doesn't fix the broken level scaling, though - it removes it completely, and it does so in a completely random and haphazard way. With OOO, whether or not you're able to complete any given quest is a matter of dumb luck. The quests were designed with a leveled world in mind, so it didn't matter where they sent you. In OOO, you can get a quest in town that leads you to a dungeon which is so high-level that it's basically impossible for you to complete the quest. And that's not even getting into the pile of miscellaneous changes OOO makes that may or may not be to someone's liking.
OOO is only good for people who utterly despise everything about Oblivion and think level scaling is a crime against humanity. It's definitely not for someone who's never played the game before.

I should also specify that this happens with no warning whatsoever. It's not like the game world is neatly divided into a level 1-10 region, a level 11-20 region, and so on. At least then you'd know what you're getting into. That's not the case with OOO. There's no rhyme or reason to what level a given dungeon is.
Nehrim had a deleveled world, too, but it did it systematically and gave you the information you needed to know what you were getting into. If you got a quest from a town in the level 1-10 region, it would send you somewhere within that same region, or if it didn't, the game would make it clear it was sending you to a higher-level area and that you might want to postpone that quest for the time being.
