You can play warframe and get Atlas. He punches dudes and doesn't afraid of nothing.

The unarmed skill in Fallout New Vegas can become hillariously broken if you make your character the right way, but the combat never felt good in any gamebryo game.

If TF2 were still good then I would recommend playing as the Heavy and ambushing unsuspecting passers-by.

If you get far enough into Nioh you can get fist talismans which make your fists absurdly strong, and can combine them with carnage talismans which drain health but give you extra damage to temporarily become Punch Samurai and deal about 4 times more damage than what your weapon would do

Skyrim

Zeno Clash. I haven't played the sequel because I wasn't interested in open world gameplay, but the first is a wonderfully pugilistic (if rough) trip through an insane fantasy dreamscape.

The reason I recommend it so strongly despite it looking/playing like a well-developed Source mod is because almost every enemy is unique, and fought multiple times over the course of the story. Learning tells is extremely important due to the player having multiple ways of dodging/parrying, and more dangerous enemies having multiple dodges and parries of their own to be used accordingly. The guns kind of ruin combat. Avoid them unless you want the game to be a cakewalk gun management sim.

My personal favourite encounter is the final boss fight against bounty hunter you meet repeatedly, but to say any more would be spoiling it. The game hasn't aged too well, and some of the basic attacks feel a bit weak, but it's completely unlike anything I've seen before or since.

Obligatory mention of the Fight Night games, although I'm not sure how the single player content in them is.

Kenka Banchou series.

It's a mix between a shooter and a brawler, you have guns and a sword and you can switch seamlessly between both. The gameplay packs quite a punch and if you lower the sensitivity and set the difficulty to the hardest you will get a really meaty experience.

The game looks like a FPS, but it's more like a brawler: walk a bit until an encounter happens, kill everyone, move on. You can use the money dropped by enemies to purchase (optional) upgrades to your skills, weapon and armor.

The only thing I don't like: you unlock new moves as you progress through the story, so it takes a while to get cool moves. You can replay earlier stages, but the stages are balanced around a weaker character, so you will be too OP with your new moves. Also, every time you get a new ability the game forces you through a tutorial; it doesn't ruin the game IMO, but it's still annoying.

Start 1cc'ing arcade bmups, such as Cadillacs & Dinosaurs, Undercover Cops, and Violent Storm.

End of Zoe (Resident Evil 7 dlc). You're an old macho guy who goes around, punching monsters to death. Barehanded.

There's also the NES game, Shatterhand. An underrated classic.

Try the Doom mod Demonsteele with the cyborg ninja girl. She has other weapons but besides the lightsaber, the primary fire is always "punch".

Deadly Blow is a massive punch that literally shatters your target

Burning Finger also always breaks off the head of your target.

Now this isn't what you wanted but you can also grab your enemies in a full belson and let your allies wail on them, or suplex them into a wall.
