You need to meet objectives to get points to level up the compendium, but only up to a point (and even to that point it can take the entire lifetime of the compendium), so you can also buy the levels outright. You get shiny new cosmetics every X levels, so it's like a carrot on a stick. The example in the OP is so extreme nobody really gives a shit, it's just fake outrage. The real crime is putting major things behind the compendium and making them not tradeable and you only have one opportunity to get them.
