As for cheap games, if you actually want to buy them, it depends on where you live. Fucking Gamestop's probably the most readily accessible for most people given how much they've driven other places out (to the point that, when I've visited family some states away, it's only that or a a store at least 30-40 minutes away by freeway). Can't fault you not wanting to give them money, but as they try to move last gen out, chances are they're going to be fairly cheap. Last PS3 game I picked up from one was 3DGH for $15 in a markdown bin (though it was probably the most expensive game in said bin, on account of not being a generic shooter, shovelware, or asscreed). Anyhow, as long as Gamestop still stocks for the system, in theory, other places should stock at par or lower. Might also check out used multimedia places if you've got them around; I'll admit it's a crapshoot in either direction in my experiences, but I have still managed cheap finds at them for stuff that's a lot more elsewhere (at the same time though they'll ask $34 for Folklore or Tales of Xillia). PS3 doesn't have much in the way of a collector/scalper market as of now, outside a few games (Afrika and Class of Heroes 2G being examples), but some games have been on the rise (Yakuza 3 and 4), while others aren't as easy to find but still rather cheap.
Sadly not every game has an actual physical release (be it worldwide or just for the west due to publisher leeriness), because that's the downside of systems having HDD memory. Also get used to forced disc installs, because shit rarely runs as it should straight from the disc (again, due to HDD memory).

Should say that's more of a case-by-case basis thing. Some run well enough, others are worse, sometimes FAR worse, than the original releases.
