Not even vaguely. France even recently shut down their domestic arms manufacturing. Germany and Sweden make good armored vehicles, but mostly for export. Even the Bundeswehr exists mostly on paper. There are massive gear shortages and lack of training. EU armies are a far cry from what they were during the Cold war. The USA, China, and Russia are the only countries that can be said to have truly robust and full-spectrum arms industries that can support a power-projecting military to even the slightest degree.
