Ignoring >>15432547 's memeing for a moment, Kefka is a powerful mage, but also fairly incompetent, prone to putting his whims above success in his emperor's war effort. For example, in his first major appearance while marching to make some not so subtle threats to the king of Figaro, he becomes infuriated that there is sand on his boots and stops to make his soldiers brush them off. They're marching through a desert. He's fine with committing atrocities, such as poisoning the water supply of Doma… Because it was faster than besieging them as the general who had command before him was doing.
Kefka is a bumbler. Fairly incompetent, though still entertaining from the player's perspective. I've heard in the original Japanese he's portrayed as a bit of an idiot. He becomes the main antagonist not by any cunning plan or masterful scheming, but by opportunistically backstabbing his boss at the right moment, throwing his emperor off a floating continent and hijacking the source of magic in the world to become god. He then spends a year sitting around and occasionally nuking settlements just because he gets bored and it provides mild amusement. No plan, no goal, just boredom and a lack of regard for human life coupled with betraying the guy who did have plan and goal on a whim when a good opportunity presented itself.

Well, if you want games that feature the best witty and clever dialogue, then you should definitely try out the Fallout and TES series, but more specifically Fallout 4 and Skyrim.
Fallout 4's dialogue is phenomenal, clever, and memorable, it also contains one of the best dialogue systems to date!
And Skyrim's dialogue is incredible, simply because all of Skyrim is incredible, to be completely honest with you!
Joking aside, Fallout: NV to me has a good amount of witty dialogue to experience.

Not particularly. The guy who did the Mother 3 translation is doing a series of streams comparing the entire scripts (he's up to the World of Ruin right now) and there's no indication he's supposed to be stupid. Definitely crazy and backstabbing though.

You have to be at least 30+ years old and a former resident of the northeast US to even get that joke. I'm assuming the localizations of all the Danganronpas fall into being NISA'd to some degree, but is there a specific entry you mean? Because I've dug through the credits for the first two games, and neither had the same translator or editor, and all four people in those departments seem to stick primarily to NISA, with a little overlap in IFI and TK. Just strikes that there's likely quite a few faggots on either the translation or editor end who consider such shout-outs alright as opposed to simply one, though I suppose one might also have to consider if it's attempting an equivalency to a shout out in the Japanese script (but at the same time I'd say a game taking place in Japan should get by with references to a Japanese specific location even in a western release).

Gabriel Cunningham from Trauma Team fits the bill. I found his lines to be the best part of the game.
The diagnosis "gameplay" was pretty boring, but also weirdly fitting for his character.
The rest of the game is hit or miss when it comes to gameplay compared to the previous installments in the series, but the story is generally pretty good.
