The former is acceptable since doing that will ease older fans to recognize the characters and other stuff and help newer fans to connect with older fans. The latter is usually not acceptable since style consistency is required in any translation works and having two different translators working on one project might lead to inconsistencies in the scripts.
Taking fan translations is only acceptable when the authorized localization project is done by the same person who made the fan translation.

To clear up misunderstanding, what I mean by taking fan translation is copying any part of the fan translated script, partially or fully. Taking speech quirks is a grey area since it really depends on the audience the companies are dealing with. If the audience are longtime weeaboos who have used fan translation before, it's acceptable. If not, we'll be expected to change the speech quirks to fit the target language better, or just erase them.
You also mentioned imports, I assume what you mean by that is taking a translated work and translate them again into a different language e.g. JP->CN->EN. That is most likely unprofessional since there are lots of details lost or blurred on each localization phase due to cultural differences, just like the speech quirk part. Never seen such thing being done in game localization, personally. It's still acceptable in common translation industry when the target language is highly obscure e.g. Mongolian->Tamil could become Mongolian->English->Tamil.
