Many, yes. On top of that, there wasn't much work for them when the 3D era started getting rolling. Remember that 1993 was 25 years ago, and many of the 2D artists were in their mid to late twenties when they started.

Potentially it could be a mistranslation, it could be referring to people that don't pre-draft artwork for sprites. Which is a HUGE part of why modern pixel art is such irredeemable ass.

Yes but unlike the rest of the uncivilized world, Japan realized they were shit and spent the next 100 years trying to catch up. They succeeded, and have since been the only non-western nation that isn't a bunch of street shitting barbarians.
