I don't really think there's a need to establish a registry because video games are so easy to preserve. Pretty much every movie in the registry is on film. It would be a much better use of this branch of the LoC to preserve hardware like the Odyssey and Intellivision as well as cartridges.

It's a library, not an awards show. Stuff like this tends to be super conservative and would only include indisputable all-time classics. The first round of inductees would probably be Pong, Pac-Man, Tetris, Space Invaders, Super Mario Brothers, Sonic the Hedgehog, etc. Games so undeniably culturally relevant that even members of Congress have heard of them.

I would mainly add genre defining games and games that essentially revolutionized the genre. Like Marathon being the base for the FPS genre and Doom being what revolutionized it. Or how Mario 64 was a blueprint on how many others would design their 3D platformers. Tetris would be there as would Puyopuyo, Street Fighter 2, Dragon Quest, and Rogue since they're very influential.
This way, instead of adding games we think are good (which we'll almost never agree on), we can have a large selection of highly influential games. Angry Birds and Fifa would be added as the cancer that really pushed the mobile market for normalfags and Fifa for showing how much money microtransactions make.

It's a uniquely complex and deep simulation game, is 100% American made, and is culturally/historically relevant as one of the major inspirations for Minecraft and basically the entire modern sandbox genre. Games are in a weird place since for much of the industry's history - it's been dominated by Japanese games, and Japanese products have had a leading (if not the lead) influence in the medium's cultural additions. Yeah, there's plenty of American games to add… some of them have even been alright, but you can't make a video game catalog that highlights the impact of games on the American public without including Mario and Sonic and the like. But if they do, then the American government is in the weird position of preserving and archiving a foreign country's cultural works.

Tomb Raider was a cultural juggernaut at the time. You can argue that popularity shouldn't lead to a game getting in, but Tomb Raider was one of those games that even middle aged parents who never played video games would have heard of. Probably the biggest series of the late '90s.
