Can anyone confirm whether Ryzen 2nd generation chips can handle emulators that heavily rely on single threaded performance like PCSX2 and Cemu?
That's always been my issue and the only reason I'm considering Intel over AMD for my next build. Having an OCed FX 8320 only gave me a score of about 1670 on Passmark single threaded performance, but users of PCSX2 recommend you have at least a score of 2000.
I can run all games just fine, to be clear. It's just the emulators that are fucking me up.

because you're unlikely to get the full benefits. Few programs can actually fully utilise so many cores (hell, many have problems with more than one or two), meaning the main benefit will be multitasking. But even then, do you need 16 fucking cores to multitask? If you're building a gaming rig, it's better to have less cores with higher frequency than to have a larger amount of weaker cores. Of course, if something you're buying has 16 cores, it's probably high end enough to pull off any modern game you throw at it, but you could reach the same performance much cheaper.

Bought some refurb dell with an i5 3470 3.2ghz which is still technically an improvement over my fx6300. Decent price and I should be able to toss my GPU and PSU in as well as all my storage/ssd.

You forgot the main benefit is encoding video and images. The Threadrippers were designed for the twitch audience who want to stream their shitty games without having to buy a whole separate streaming computer, or for jewtubers that want to encode and upload their videos quickly. Encoding video can take hours at a time, and on a lower thread count would mean you cannot spare 2-4 cores doing something other than encoding. I know I personally hosted an ARMA server for me and a couple pals with 3 headless clients active, and was able to get a smooth 50 fps while playing, something that's impossible with 8 cores due to each headless client, the game and the dedicated all requiring 4 cores to themselves, though I admit this is very niche. All this being said, I'd still personally prefer higher single-core performance for games that can't utilize any sort of multithreading, thinking of emulatiors and games like Dwarf Fortress mainly.

I'm currently building my first custom PC and haven't settled on a processor yet. I don't want to go with Intel-Aviv if I can avoid it. AMD's the only competitor I know of since those seem to be the big two players for processors. Anything I may want to look at? Pressure) instant 180-250w dissipation for half the price of an AiO with the added bonus that it won't die like an AiO and performance that aren't far off AiOs
