Well both Half-Life 1 and Half-Life 2 went through long periods of time where there was no real organised work being done on them and no real unified vision for them, so Half-Life 3 isn't really anything special in that regard - but with how Valve have just bled away all their talent by this point? I think it's much better to have no Half-Life 3 than to have the sort of Half-Life 3 that Valve would create now.

That's not quite how it worked out. Marc Laidlaw, the lead writer wrote up his ideas for what he wanted HL2 Episode 3 to be, and there were, last I heard, two groups making their own interpretations of this story, as mock-Episode 3. No idea if anyone's doing HL3 outright.

Pretty sure Marc said that he wanted to close every story up in episode 3 so that a new team could take up HL3. If they had actually been working on it since the end of episode 2, maybe it would have ended differently. But right now, Epistle 3 is about as much of a conclusion as you can get.

Yes both groups are doing Half Life 3 as Half Life 3 nothing else, whether or not Valve will finally fullfil the prophecy of becoming full Jews and shut it down is yet to be seen but the original one headed by actual Valve was cancelled in 2014 or so.
