Japanese competency over time shoots up exponentially after months of banging your head against the wall and feeling like you haven't improved at all. Strictly speaking, the more hits you have the better. The reason for that though is because NP gain and Star generation is calculated per a hit, damage however is not affected by hit count in anyway. The main draw of the Buster card is the highest amount of damage, but, damage, being not get affected by hit count, barely benefits at all. Buster cards have a very minor secondary effect where they generate a star 20~40% of the time per a hit, but it's negligible. There's barely any difference between a high high count Buster and a low count in every situation except overkill/gauge. When you are overkilling something it is guaranteed to drop 1 star per a hit, so, the more hits you can overkill with the more stars you can generate. However, you shouldn't be relying on stars generated by hits and you can't rely on overkill for the hardest fights in the game. So it's basically a moot point.

You read the skill wrong, at all levels it doubles the hit count and halves the damage. What increases with level is a secondary damage boost, similar to the "Bravery" or "Charisma".
