Depends mostly on social status. As it turns out, in any halfway believable world including Warhammer, 99% of your life is spent not fighting people if you aren't already a soldier. So if you want to go for the immersion/roleplaying route, chances are you'd wear the most expensive things you could get your hands on when in town. But when travelling, it also depends mostly on your means, but obviously people don't want to ruin their fanciest attire with dirt from the road. It was not uncommon to see folks travelling in heavier armor, especially if they had a mount. Historically plate armor was illegal unless you had a right to wear it, but I am not too well informed on TES lore. I would imagine there are laws about it though.

It seems like if you want to wear your armor always then light is the best choice, but if you're willing to travel overland mostly bare and don armor only when needed (like going into a ruins), then medium or heavy could be better choices if you fight melee.
