I’m too lazy to write an actual tutorial—because I’ve already done it three times and nobody appreciated it :^(—on how to use FFmpeg. You can just go read the documentation and the wiki, nigger. However, VP9’s options are pretty undocumented and I had to do a retarded amount of research to figure out the commands that will give me the best results. So, I’ll show you what I did to encode the video in >>15214356
First of all I prepare the video (cut, crop, scale, etc.) using a lossless codec (“libx264” with ”-q 0” will do as well):
ffmpeg -sws_flags 'lanczos + accurate_rnd + full_chroma_int' \
-i i.mkv -map 0:v:0 -map_chapters -1 -map_metadata -1 \
-c:v ffv1 -level 3 -threads 4 -coder 1 -context 1 -g 1 -slices 30 -slicecrc 0 \
-vf 'deband = blur = false, noise = alls = 3 : allf = t, scale = -1 : 480' \
-f nut i.nut
Which took me about 10 minutes and the output size was around 2 GiB. Why do this separately? Because doing this during the actual encoding to VP9 just makes the already slow process even slower. NOTE TO ANIME FAGS: “deband = blur = false, noise = alls = N : allf = t” will remove the banding issues (e.g. shitty gradient) to a certain degree, especially if you scale down after it. Not as good as doing it in real time with mpv’s “–deband” option but still.
Next I just encode the video using the Constant Quality mode:

-crf 45 -f ivf i.ivf
Yeah, this takes hour(s) to encode… You can speed things up by setting “-cpu-used” to some higher value but the quality will be worse. Same goes for setting “-deadline” to “good” instead of “best”. Now, why not Constant/Variable Bit Rate mode? Well, because the quality per size is better, duh. The only problem is that you have to guess the “-crf” value but the general rule of thumb is smaller resolution, frame rate, duration and less motion equals higher “-crf”. I usually start with “-crf 30” and go up. As you can see, “-crf 45” looks perfectly fine despite the shaking camera and 60 frame/s. You can also replace “-crf N” with “-lossless 1” if you’re doing one of these music WebM videos with one static image.
After that I adjust the audio size if needed:
ffmpeg -i i.mkv -map 0:a:0 -map_chapters -1 -map_metadata -1 \
-c:a libopus -compression_level 10 -frame_duration 60 -vbr on -b:a 40k \

If you download video from YouTube using youtube-dl chances are its audio is already encoded in Opus and you don’t have to change anything. In this case the audio was indeed in Opus but the file size was too big so I had to re-encode it with lower bit rate. According to HydrogenAudio, bit rates from 96k to 128k will give you transparent results, 64k to 96k are for “high-quality” music and everything else is for either low-bit-rate music or speech.
After that I just merge the video and the audio together and add tags:

I’m not gonna bother explaining it. If you wanna learn more about mkvmerge then just read the manual, and in case of Matroška tags – the official site.
Obviously I could do it with FFmpeg:

But I heard that it’s not perfect at writing Matroška files. And working with tags is less comfortable for me.

What settings do you use for your webm's on Premiere??
I use these, just adjusting bit rate till the file size is bellow 16MB, if its a long video then I reduce to 360p. Don't usually touch the audio.
What other ways can you maintain quality but reduce file size??

You'll have to ask the webm autists for ideal settings. I usually change the method to variable bitrate and then adjust it depending on the video. Leave the rest the way it is. Changing framerates can fuck your webm up. I changed 60 to 30 a few times because the higher your framerate the more bitrate you need and they always end up stuttering. You can totally fuck with the audio, that's the first thing you should touch. 64kbits is the absolute max you should use.
