all of the time, finding degenerate shelter is a guarantee, and dying from a wound might take over a week, giving time for AIDS to be passed on. Characters could interact with each other just as they did with NPCs: encountering each other in random events. Resources would be tracked and squabbled over between characters instead of appearing out of the ether when the dice were rolled right.
It would have two major "modes", one would be an analdisaster that eventually ends after the rule of law takes over again which would be free, and the other would be a post germhunting pozzed scenario which would be a one time purchase.
