The Design
When a series is created, specifications are drawn up that produce the template of how a character is suppose to look and act. It was decided early on that the Scooby series would be based on four teens and their dog. The first character developed was Shaggy. He was a free loving, off the wall hippy type from the 60's with a heart of gold. Scooby was the next character added. He would be the Dog equivalent of Shaggy. Take everything you know about a prize winning Great Dane, and draw the opposite! Now the rest…. Every series is based on interaction of characters, known as, The Chemistry.
To complement Shaggy, a second male character was added. He would be handsome, intelligent, mature, and basically all the things Shaggy was not! The other two characters would be girls. The first concept for Velma was as a complement to Shaggy. Taken from the sixties, she would also be a hippy type character who was an art student. The problem occurred when they then tried to create Daphne. Daphne would have to be the female equivalent of Freddy. Although nowadays, this would be very acceptable, it wasn't in the 1960's ! Back then, the concept that a girl could be both beautiful and smart was considered even further out then a talking dog! (It was a male dominated society.) OK, Take Two! One girl, Velma, would be the brains, the other would be the beauty! The motivation may have been all wet, but the result was good. Shaggy and Freddy were opposites, and Daphne and Velma were as well, but for different reasons!
In the refinement process, Daphne was given a brain, but her focus was looks. Velma was also given ok looks, but her focus was brain. This brings us to the question, Just what was Velma suppose to look like? Here are the original specifications: Height - 4 foot 9 inches, Weight - 95 pounds, Hair - brown. Other attributes- has glasses, likes orange turtle neck sweaters, mini skirt, Mary Jane shoes. Velma was born!

The characters from Scooby Doo were all based on characters from sitcom The Many Loves of Dobie Gillis. You can even find particular shots where the characters in that show are wearing the costumes that would later become the standard outfits for the Scooby Doo characters. A quick glance at the show makes it very obvious. While Dobie Gillis isn't still well known by the young people, you might find it easier to recognize that Shaggy is based on Maynard G. Krebs, played by Bob Denver, of Gilligan's Island fame.
In short, that site is shit. But the original documents it cites, with actual height and weight specs, are more interesting.

Daphne was taller and thinner while Velma was shorter and wider, not scrawnier and hiding under a sweater 2 sizes too big for her. The thing is, if you're not making something you yourself think is good, it's not going to be good. When writers are made to talk down to children, they're not making stuff they think is actually good. It's just "here's something those little retards will like," which necessarily means it won't actually be good. Spongebob is a great example. Originally they were clearly making stuff they actually thought was good, with just a knowledge that if they did something too taboo, the network would censor it, so it stayed within those lines. After it got big enough to get a movie, the network suits started paying more attention to it and started with their cynical attitude of "here's what the little shits will like." So you get the movie literally being about how "KIDS ARE AWESOME!" and the show continued from there. Of course the original premise and the entire reason Spongebob as a character was funny was because he was an adult who acted very immature, so saying he's a kid completely defeats the purpose. Also, the episode Grandma's Kisses was already about Spongebob feeling bad for people calling out his childish tendencies, only where the movie finishes it with Spongebob doing a song about how kids are awesome, Grandma's Kisses ends with Spongebob realizing that just because he enjoys some childish things, that doesn't mean he's not still a man. A lot of people say Spongebob got bad after the movie, but no, it got bad with the movie.

That's not really what it is, though. It's for the old generation to get laughs out of the idea of a very serious take on a Hanna-Barbera series. Or maybe not entirely for laughs, but the tonal dissonance is on purpose. Comics have been doing it for decades. Take a goofy concept and then show how fucked it would be to play it straight.

Shaggy was based on stereotypical beatnik character Maynard G. Krebs from The Many Loves of Dobie Gillis. So yeah basically he's a 1950s soyboy. Also he became vegetarian after Kasey Kasem got mad over being forced to star in a Burger King commercial even though he was a vegetarian, so he demanded that if he was gonna keep playing the character, the character would be vegetarian too so that he couldn't be in any more commercials like that.
