Because they fail to capture what being a super hero really is, or what being a comic book character feels like and instead they just make them into vidya character with x powers. All Superman games suck because he's an omnipotent God so there's absolutely zero challenge unless you put an arbitrary limit on what he can do.

Though a super hero racing game would be pretty funny, to be honest. I could see the different powers held by them being used on their vehicles a la Sega All Star Racing.

Batman and Spiderman are grounded and down to earth. It doesn't feel off when you play as them because you won't notice discrepancies. Building destruction is harder to implement than web swinging or riding around in a bat mobile.

This, and for characters that don't have a power that's a crux like invincibility I think the ones with more potentially interesting powers for a game would be more obscure characters that don't warrant the investment due to low relative popularity so they don't get the games that they could be interesting in. I'm not a fan of the X-Men, but a game that was done well could be great with this set of heros/villains, and this franchise should be popular enough for at least a decent attempt. But who am I to say. I'm not counting the movie games, I haven't played them and don't have confidence in their quality

That's because Batman and Spider-man are some of the few heroes that can be accurately portrayed in video games. If we ever had a Superman game, anything less than moving mountains would make you feel cheated on.

Batman and Spider-man are also the poster boys of comics. They have similar backstories, the best Rogues' galleries, and more relatable to than other heroes. You should check out Megaton Rainfall. It's not particularly good, but it's about as close as you can get to playing as Doctor Manhattan.

The best Spiderman game on Snes was made in Japan and stayed exclusive to the japanese. The best Batman games on Nes, Snes and Mega Drive were all made by the japanese. The best Punisher game was a beat'em up made by the japanese. That shows how shit and out of touch the western developers are, even when dealing with a source made in the west.

And then, there is the whole "muh don't kill criminals" bullshit by jews. Capeshit worshipers will complain if a hero acts like a REAL hero and kills the criminals in the games.

Firstly, what is inFAMOUS 1&2?

Secondly, Batman and Spider-Man are street level heroes, they aren't too powerful so bad guys are an actual challenge for them, making them fun to play as unlike someone like Superman who is too OP.

Most of Superman's powers are easy to do in a video game. Heat Vision and Arctic Breath are standard video game powers. X-Ray Vision was so essential to the Batman games that most players would never turn it off and never see most of the game's actual graphics. Speed can be done fairly well when devs give a shit. You have Strength and Invulnerability, but everyone likes Hulk: Ultimate Destruction. The only one I think is actually challenging is flight. I can't think of too many games that have the character able to just hover and/or fly at super speed indefinitely because it makes it too easy to avoid any challenge. But I'm not an actual designer and am sure it wouldn't be too hard to figure out if I gave a shit.

Same reason most movie games suck: Franchise spin-off games are all greedy cynical cash grabs. The rights holders think they're going to part a bunch of media whore fans who are easily duped into eating whatever crap has the brand sticker on it from their money. They're not made simply to be good games.
