Before the non-elemental dragon, most dragoons were equal power, it's just after you beat that absolutely massive son of a bitch and get his power, you have essentially the greatest dragons soul. Only makes sense you'd be the strongest. Seen some compare it as Sony's attempt to cash in on Final Fantasy VII, though I'm not sure how apt that actually is as. Being that it was Sony developed, maybe they opted to give it more of a marketing push than their prior JRPG offerings at the time (WA1 and 2, Legend of Legaia)? Albert, Meru, and Haschel can out dps Darts in the last fight. Darts might have the highest burst damage, but he can't keep it sustained because of the dragoon turn limit and skill cooldown.
Albert also has the best dragoon skill in the game with Rose Storm and with the right equipment set up can keep that def buff up the whole fight minus a few odd turns.
Kongol can also eat plenty of damage without even needing Rose Storm. With the buff on him he's practically unkillable.

While the graphics were not top of the line it did it's job well. The art direction and aesthetics of most locations and characters are unique and well designed. You get your generic shit like Serdia but then you get cities like Fietz.

It's risky but I've liked using one in my Emerald teams. Wonder Guard can potentially protect you from a whole team for an easy sweep (especially monotypes in gyms or Elite 4), guarantee at least 1 round of Swords Dance while the NPC switches to get at least a couple KOs, or just fuck you up because you didn't realize the lead can hit you first turn.
