I'm using Harry Tipper as a stand-in for pretty much fucking everyone from TimeSplitters. Obviously Cortez is the main character, but as I recall, the problem that got in TimeSplitters 4's way that caused it to never get finished was an inability to secure funding because publishers couldn't figure out how to market a FPS that covers different eras. As unfortunate as their retardation is, the easiest way around it would be to do a spin-off set in one era. Of the eras available, I think the one with the lead that best fits the series' personality and that can provide most of the standard Timesplitters absurdity best would be Harry Tipper's. It wouldn't be too hard to make the game's single-player campaign more focused on him and to sneak all the more traditional Timesplitters insanity into the multi-player (and Arcade League/Challenges).

Heroes is shock full of content and has arguably the best stages in the series IMHO. The gameplay though is severely outdated by 3.
As for your question, I'd say it's a toss up between SB3 Utage and SB4 Sumeragi, both expansions. Sumeragi, the newest, has the biggest roster, every character has a full move set and adds a 7th basic skill to use (L1+Square) that has to be unlocked plus has the big novelty of SB4 which is having all 3 super skills on the fly. The downside is that it has all the problems of SB4 which is a shitload of things that only make the game feel like a chore - analog waggling, missions that make you chase shit around or defend points, a ton of unique enemies that are just there to ruin your fun and a really annoying item system that is built around forging weapons with inscriptions and every time you clear a mission you have to do inventory management, this bit alone is very harsh on non moon readers because the inscriptions act as items but a) are not reusable and b) are just text boxes so you can't even go by the image as you can in the other games.
Utage's core gameplay has less options and the roster is a bit smaller but the stages are a lot more fun if you just want to blow off steam and go through a map at your own pace and the item system is a lot more gaijin friendly.
It's up to you, most would probably recommend Sumeragi because it's the newest and has more content but I prefer Utage because I think the levels are more fun to play.
