More or less this. Ryzen quad core though, not so much. A 2600/1600 is a far better investment for little increase. 580 would be a great card, but it is horribly overpriced right now, so I'd much rather suggest the 1060 or 1050 Ti despite being an AMD user.
RAM is also badly overpriced, and is one of the reasons why this is the single worst time to build a PC I have seen the past 10 years.
Rough guide,
1600/2600 - 180$
8gb RAM - 80$
B350 mobo - 70$
reliable 500w PSU - 50-80$
1tb HDD - 30-40$
1050 Ti - 180$
case - 40$
Comes in around 650-700 bucks adding up stuff like peripherals.
However, I'd suggest waiting for next year and to see what prices will be like then. Buying a PC at this moment is a bad, bad idea and if you just want to play games, might as well get a console for 200 bucks and be done with it.

How come? Their CPUs are the best you can get for the price. Their 570 and 580 would be great deals, if it wasn't for the fact that they are so overpriced due to mining and RAM shortage/"shortage."
