Well partially it started with Fallout 2 making everything goofier than Fallout 1. Don't get me wrong, it always had humour and jokes, but 2 pushed things more to the absurdity and parody side than 1. Then, Bethesda takes over and they're run by the cunt in pic related who literally do not care about story, lore, pretense, pacing, or tone in ANYTHING they've made in years. They don't give a fuck, so their stories are nonsensical, lazy, and ham-fisted clusterfucks because they know the majority of their audience will eat it up. And they do. So how do they fill out that humourous area Fallout 2 left alongside their melodramatic and shit stories? The exact kind of lazy jokes you're describing. I think they were a bit more careful in 3 because they knew they had to be very careful to revive an old property, they may be Bethesda but they still had to step carefully to get that one off the ground. Flawed as 3 was, it took off and now they know they can rest on their laurels and be lazy again. So they stuff it full of Nuka-Cola and Vault-Tec and Vault Boy and shitty radiation jokes and the fucking plebs are drooling for it.

They both wanted to turn it on, but they also both had different plans for what to do with the water. The BoS wanted to distribute clean water to the people of the wasteland to help them, the Enclave wanted to poison the water to kill off all of the "mutants" (ie, wastelanders). The two factions had different end-goals that both relied on the same thing. Plus, it's about power; the two factions hate each other, so even if in the short term their goals happened to be the same, neither faction would want to give up any power or control to the other. I don't see why so many people on /v/ have so much difficulty understanding this one minor thing and complain about it so often when FO3 has so much other shit you could complain about. Like, for example, the BoS tossing fucking nuclear missiles at the water purifier they're trying to turn on, or really the BoS being so readily willing to use nuclear weapons in general when their entire fucking purpose for existing, and the reason for their borderline-religious devotion to hording and preserving technology, is to prevent another nuclear war.

It's like trying to bring peace and stability to Africa through reasoned arguments and charity. You have to take a firm hand - and it's not like slavers and raiders that currently infested the place were any alternative. He just wanted the US Government to retake Washington and start rebuilding. They actually would have given water freely to the wastelanders, at least to those who don't fight against them, and were far better equipped to do so.
