This archive includes the game as an ISO, a music folder with all the game's music, a bass.dll, and PCM.CMP. Here's what you do:
1. Download, you fucking idiot. I shouldn't have to explain that, holy shit.
2. Extract the contents of the archive and use your software of choice to mount the ISO.
3. You can run the installer if you like OR you can just extract the GAME folder and place it where you want. You also need the RDX folder's DLL files, you just place them in the GAME folder.
You can run the game at this point, but you'll encounter a few problems. First, there won't be any fucking music, and secondly, you'll need to run the game in 256 color mode, which makes it look like shit. If you want to fix these problems, do this:

It's a fan made patcher that fixes the PC versions of Sonic CD, Sonic 3D Blast, Eco the Dolphin, and Sonic 3&K. Here's a link for more info:

2. Take the music folder, the bass.dll, and the PCM.CMP files from the archive you previously downloaded and place them into the game's directory.
3. Place the patcher you just downloaded in a convenient location, such as the game's folder, then run that bitch. It should look like pic related.
4. Choose the 'install game' radio button, then all the game icons will become colorized to indicate that you can click on them. Choose your game, then a dialogue box will appear asking you to find the game's install directory. Do that by clicking the SELECT SOURCE option. Then, another dialogue box will appear and ask you to choose where you'd like to install the patched version of the game. You should created another folder and place the patched version there.
5. A dialogue box should appear that will say, "installed successfully!" and then the patcher will automatically take you to the configuration menu.
6. There are numerous options, you can fuck with it at your leisure. In order to make the music work, you must point to the MUSIC folder that contains all the music. You'll also want to set the sound quality to "better" (22khz, 16 bit).
7. Launch the fucking game. When it runs, you should notice a message appear on the top left hand corner of the screen that says "Korama's patches active". This will indicate that you're running the patched version of the game.
8. Enjoy you fucking faggot.
It's the PC version, so it will work with a joypad, but by default everything is configured for keyboard controls (i.e. you have to press F3 if you want to pause, etc). Additionally, you can use these instructions for the other games that this patcher supports. The only thing you need is that you may need to procure the game's audio files and place them in a custom music folder. You get the files, you get the bass.dll and the PCM.CMP files and place them in the other games' folders, too.
