The idea is that by having safe places to do drugs people can get high away from the general public with medical assistance on hand if necessary. It actually saves money in the long run because there are fewer emergency service callouts to overdoses in gutters and medical treatment, offered quickly on sight, is much cheaper than dealing with the long-term consequences of an overdose.
Safe-shooting rooms are basically used as loss-leaders. They cost money short-term, but they save money in the long run.
