For the life of me I never could understand the butthurt over Postal. You mostly fought armed cops, civilians and soldiers in Postal 1, and the plot pretty much implies the protagonist has gone batshit and is the villain. Postal 2 was just a mediocre shooter with some saucy humor, though it does allow you to approach your objectives in a number of different ways, and gives you plenty of tools to play around with, so it's pretty cool in that regard.

Best thing about Postal 2 is that they had deliberately programmed the AI to treat you the same as any other npc, for most of the game, apart from special events or bosses etc.
That meant they reacted to you as they would others, and made the game more spontaneous.
Also meant you could walk around and see fights develop amongst npcs without them all instantly swivelling around and forgetting you like almost every other fps has done.

tbh this has some multiplayer potential. The Shooter's objective is to kill as many people as possible, maybe even specific targets for added difficulty, subtracting from the overall score if you kill needlessly. After he's been rampaging inside the school or whatever for a certain amount of time, then SWAT and police are called in, and have to save as many people as possible while trying to take out the shooter. It's more of a definite that the shooter will lose each time so the deciding win should be how many were saved vs how many were slain.
One cool modifier could be congress/(((BANK))) mode where you as the shooter are determined to only kill politicians/bankers and try to avoid people just trying to do their job. Obviously, security's going to be tighter than a nun's asshole but guess what fuckers ol' johnny six guns has six guns, and bulletproof shit like in Heat. This mode would obviously be the most difficult for the shooter but damn that sounds like a challenge.

It would be done a little better if the game was designed around the concept of the shooter's goal - that is, killing as many civilians as possible. Shooter can block out exits with quickly-made barricades, make civilians panic through intimidation to prevent them from doing anything and such. While all of that is happening, he has to obscure his position from the police that will arrive on the scene within a set time of his rampage and kill as many as possible - including those that hide and most importantly, preventing those that hear him from the distance from escaping the murder grounds.
Some variety could be introduced with different students - one could be crafty enough to rig a simple device to set off a fire alarm by a timer, if no one notices it, making people run where the shooter wants them to. Another could have more ammo and better guns, allowing him to kill people faster. Or maybe something like a chemist nut that thought to use mustard gas or something stronger to exact his revenge. Fuck, I dunno.
Either way, it's a struggle for the shooter to kill very many people before the cops arrive. Once they do, a shooter must have an option to escape or go down in a blaze of glory. Escape chokepoints would be guarded by a lot of policemen with guns, so it wouldn't be easy, to say the least, but the option must be there.
