Sure, because games made in Quebec barely even need to sell a single copy, since the maple-flavoured baguettes will throw a mountain of arts grants at just about anything. That doesn't explain the the US vidya industry is based in one of the most hideously expensive locations possible. These studios could've picked almost anywhere at all to set up shop, but they pick the place where it's hardest to earn more from vidya than it costs just to stay alive? Even after accounting for current year stupidity, it just doesn't add up.

Money laundering is made possible in just about any situation where money is moving around, if the taxman doesn't have an accurate enough idea of how much things generally cost. The government has been pretty consistent in showing that they have no fucking clue how video games work, ever since they very beginning. Do they know how much a new engine is supposed to cost to produce? Can they tell the difference between different engines? I bet they can't even tell the difference between gamebryo and the creation engine.

The ending of MGR had him continuing to fight, and there's plenty more shady plots that he could fight against in the setting. They could start the sequel literally a few seconds after the end of MGR and it would make sense, and it wouldn't need to be connected to the events of the first game at all. As for character development, it can dig deeper into why he's jet-setting around the world to slice people up, instead of settling down with his wife and child now that he has the opportunity, when that's the exact thing that he wanted to do in the first game, before he got interrupted by all the desperado stuff.
