In Fallout 1, headshots have better crit chance and better crit results, including instant death. Going for critical headshots is a perfectly valid tactic.
In Fallout 3, headshots do not increase critical chance, and the benefits are minimal compared to other aimed shots.

Oh I didn't know we were comparing it to New Vegas.
I liked the Metro tunnels of 3. I like the theme park, mostly. I hated Little Lamplight like everyone did. I hated a lot of the main story. It felt stupid the entire time. I always say that if they said Fallout 3 took place 20 years after the bombs instead of 200, it would be a better game.
I don't really like NV that much but the main story is undoubtedly superior. A lot of people cling to that to say that NV is a better game overall, but I think they're both very even in terms of the actual game.
NV had some good advances on top of 3 which is expected.
It would be hard for me to definitively say which one is better and I won't give anyone shit for liking either game.
Coming out of Vault 101 in 2008 was a beautiful moment though. I won't ever deny that.

There was an underground place in NV. The Thorn. whole quest line there. Plenty of hidden stuff in NV
The computer I had when I first played F3 couldn;t handle the vats so I played the whole game with iron sights. It was fun but I jacked up the diffculty and found mutants faces to turn into bullet sponges that could soak a whole make of ak fire.
NV, even on high difficulty, had very satisfying head shots. Ths guns felt real and reload was so much fun.
Was very diasspointed in F4 to see no relaoding and the terrible dialoge system.
I really want the NV systems in the F4 wourld. it is a great and lively world. Just wish I could reload my own ammo and collect shells.
Running f4vr oin survival till my second controller went out.
If you played f2 as much as I did I would be surprised in you like f3 over fnv. but if you never played f1 or f2 then I don't hold it against you for finding f3 just right.
