There is nothing inherently bad about nerfing. Say you have one or two characters that are clearly far too powerful. Option 1 is to nerf those two characters so that they're in line with the others. Option 2 is to buff every single other character or class, all 40 or whatever of them, to reach that top tier standard. Not only is that far more work, it also means that you're very likely going to end up with one of the newly buffed characters being the new top tier and have to repeat the process. If it's PvE, you're also going to have to rebalance the enemies to match the new power creep. If it's PvP, you're going to have to deal with characters getting stronger and stronger to the point where getting a single hit in will likely end a fight.
And then there's option 3, which is to leave it alone. This is also far from ideal in any multiplayer game, because you're going to end up with a community that only wants people who play the most overpowered class. Every MMO or similar that I've played has been like this; people who play anything that actually is fun and not just the FotM get told to fuck off by the other players.
There's nothing inherently bad about nerfs, just poorly designed nerfs. Of course, the Warframe devs are fully clueless and can't properly buff or nerf to save their lives.

This is bullshit and you're fucking stupid if you actually believe it. Pretty much any online game balances with buffs as well as nerfs. The idiots that make Warframe do it, Ubisoft does it (as the brainless faggots that keep posting threads about that one shooter have informed us all of), any MMO I've paid attention to does it. Doesn't necessary mean that they're doing it competently, but essentially anything with balance patches makes use of both buffs and nerfs.
