Have you tried playing Shadow Tactics? It's a pretty great game set during right after the Tokugawa took power and plays very similarly to Commandos. Very polished gameplay too, but sadly not as complex as Commandos 2.
Also, honorable mentions go to Desperados and Robin Hood. Wish there were more games of this type around.

Oh we played that too, but we also played stuff like resident evil, tekken, starcraft, dawn of war, need for speed and other cool videogames, they didnt just stick to 2 franchises.
I guess it helped that back then pirating games for the pc and PS1 was cheap as hell so kids would buy pirated games by the dozens and share them with friends.

Giado from Super Robot Wars: Original Generation.
You get him early on as the pilot of a fighter plane in a game about giant robots, but his skills and stats are terrible for a fighter pilot. As far as I know, most people dump him and never look back, but I took a look at what he had to offer and realised that he had the best defence stat in the team when you get him. Because of that and how he doesn't learn any evasive spirit commands, I assigned him to the super robot Grungust and had a great time with him.

Fiona from Radiant Dawn is someone I find interesting. Not only does she arrive on her map with extremely low stats, you have a max of 2 maps to train her to get up 10 - 15 levels or she's useless and has to sit on the bench. You need heavy investment into her and it might not pay off but saying "I made Fiona viable" during a playthrough is it's own accomplishment.
