It probably is being used there to make that a ground for AC signals only so it won't ground out your DC bias voltage.

VCC is usually a digital high voltage, so I can only assume that AC ground is being used to stop something bad happening from that LED flickering on and off or something to do with whatever the 5p pin is attached to.

It's a SNES multitap, 5P is "5 Player Mode". The question is what capacitance is required. The VCC is coming from the SNES's controller port, which I think is 5V, either way there is no AC on this circuit.

Its just a capacitor, to filter noise off the IC's VCC pin.

It would actually be better to have single 0.1uF caps for each chip VCC pin.

Every one else in this thread about the capacitor is completely wrong.

Specifically the characteristic of the capacitor is to pass ac signals to ground (noise). This results in a stable dc supply for the chips.

There is AC on the circuit whether you want it or not. The SNES uses an AC voltage that's converted to DC by being filtered and rectified so there's going to be some noise in that VCC voltage. Whether it's enough to warrant filtering it out or not isn't something I'm aware of.

My guess would be it's probably not a huge concern, hence the lack of capacitance value on the drawing. As long as you put some kind of relatively low value capacitor in there, it'll probably work fine.
