Not sure where that photo was taken, but in Arizona (and it sure looks like Arizona) a lot of houses don't have basements at all because having a basement means using dynamite to clear the rock that lies a few feet underneath the topsoil/sand.

From an economy perspective, you're probably better off these days just getting solar panels on your roof to offset the electrical bill for an A/C unit.

The official servers for Halo CE were canned so you need to use Gameranger or some shit, with minimal research you can probably find out what it is. Last I played it on the official servers it was inundated with BRs, with a huge chunk of the server listings being servers called "Heather's Vagina" with no players. No idea what they'll be like now, it will possibly be keeping the BRs at bay but it's probably less active as well.
