NGII is different from Black yes.
NGII:
>non-interconnected levels instead
>much more gore including dismemberment
>the dismemberment isn't just for show since it is a large part of the gameplay
>obliteration technique which basically function like the QTE kills you see for normal enemies in the GOW games except with no QTE and they go way quicker, also similar to nu-Doom
>you don't have to always kill the enemies like this but the way the game is balanced you are going to have to do it on anything normal and above, although due to the speed of the game and how it is actually a really fun part of the gameplay

Both games are amazing and you should be playing the Xbox versions of both games since they are the definitive versions. Sigma 2 completely loses the point of NGII design. NGII was meant to be a more hectic and fast pace game than Black. It has its faults and isn't as polished as Black but I say that both games are just about equally great. It is hard for me to choose one over the other. In general NGII combat is I would say more fun to play than Black.
