I felt the same way at first, but once you understand the AI it's pretty straightforward and consistent. They're programmed to associate certain things as hostile or passive behavior, and it's more obvious when you encounter them outside of the checkpoints. Standing upright is hostile while laying flat on the ground is passive, carrying a weapon is hostile while being unarmed is passive, facing directly towards them is hostile while looking the other way is passive, etc. To get past the checkpoints (once you've paid the appropriate number of pearls to pass the toll) you just need to walk on all fours, they'll step over you if you nudge up against them. If the developer blogposts are to be believed, every individual scavenger has their own opinion of you, and that opinion isn't just affected by your behavior, it's affected by what the other scavengers think of you as well, with the chieftain's opinion counting for more than anyone else's, so if you're going to give them pearls you should give them to the chieftain while the whole tribe is watching.
It's kind of a shame that a lot of the friendly AI behavior is locked behind donating x amount of a certain item until that creature likes you, like feeding gnats to the squidcadas or giving pearls to the scavengers, but there's always a little more to it than it first seems and the scavengers are a great example. Carrying a weapon and running around like a maniac when you encounter a pack of scavengers would normally freak them out and might get you killed, but they're much more understanding if there's a predator in the area, and if you help them fend off or kill that predator it will improve your reputation with that group of scavengers. I wish I had a screenshot of it around but any time I returned to the Garbage Wastes or the Industrial Complex the whole tribe of scavengers would be anxiously waiting my return by the entrance, because we'd spent so much time hunting together.
