Have you checked the regions that are selected in the menu?
It's possible that it takes you too long to connect with anyone and the server just throws bots at you. Where do you live? Matchmaking is shit, regardless where you live, so keep that in mind, but it shouldn't give you bots over and over again.
Have you played multiplayer before without issues? Could be that they banned you for "being toxic", as they've latched on to that meme like a couple other online games. You should get a message informing you about it though.
It's a shame they jumped on the toxicity bandwagon and only care about muh esports. The game is fine on a mechanical level, but they refuse to add new and interesting things to it. They even removed the hexagonal map from both casual and ranked because retards got asshurt they had to adapt to something other than the regular map layout.
