I always felt like KH games made the anime aesthetic look good in 3D, but they have budget out the ass and pre-rendering so who knows. The new Dragon Quests also does a good job.

why is photorealism necessary? there's anime games like guilty gear XRD which render in full 3d and use cel-shading magic to anime-ify the whole thing, I don't see why you couldn't apply stuff like that to VR

b) I don't doubt it's possible but I think the only reason Arc System Works has a monopoly on actually authentic cel-shaded graphics in the market is that they actually put in effort. Even Cyberconnect2 slaps on a real-time shader and uses interpolated animation rather than bothering to pose the models FBF. Plus there's camera angles to consider that would make some visual tricks exploiting limitations moot.
