They're really different kinds of games. Thanks to the team behind it, the Horizon series is more like an open world PGR/DiRT hybrid. I love the series and that fucking dream team behind it(https://en.wikipedia.org/wiki/Playground_Games) but it's not gonna scratch your TXR itch. Honestly the one I posted.
Chain Reaction has the best physics ever, but the most butcher'd car list (you're missing lotus's and a De Tomaso Pantera) in the English version.
TXR 3 is considered the best, but it has a game breaking bug and every car feels like you're driving on ice.
Import Tuner Challange is the easiest to get into, but the car list is comparatively tiny (but at least covers all the classics like Silvias, Skylines, Supras, ECT.). But all super highly detailed.

You should punish and reward the player for how they setup their car like how Armoured core punishes you for not preparing your mech properly.
Remember unfair advantages is half of racing and carfags fucking love fucking around with cars to go faster so it just makes more sense.
Rubber banding is not needed because people who play racing games are not looking for a challenging videogame they are looking for the sensation of racing and if they setup their car in such a way that they are completely better than the competition you should allow the player to enjoy that advantage for a short while but then in later races have the AI also take advantage of that player found advantage so you can encourage player exploration of mechanics.
Also, players enjoy winning, but they also like to push their luck and showboat and drift through corners when they're winning and sometimes they crash so how about you have stiff penalties for crashing but encourage dangerous driving when in the lead so they naturally slow down and also tie race specific objectives so the player is more incentivised to brake their pace in the pursuit of rewards.

There's something to be said about beating AI and Slapping a baby. I'd love for a game that just simulated a certain car going around the best it can and you having to beat that. But with how devs are today that's a far flung hope.

WipEout HD's AI doesn't have it I believe. Sure it's notorious for being absolutely fucking relentless and bloodthirsty at Elite difficulty by bombarding you with weapons until you're dead but they don't slow down if you lag behind too much, or catch up if you play well enough to take the lead. Hell, you can get up to 10+ seconds lead if you're really damn good at the game and make no mistakes, and effectively see nobody else on the track if you maintain your racing line well, but it's extremely hard given the difficulty of the game in all other aspects. This makes me think that the AI in that game goes really fucking fast at a generally constant speed instead, faster than the average player but still slower than an experienced player, as if they were on rails or something.

Rally racing is really all about torque vectoring so just point the car in the direction of the corner's apex keep the revs high and mash the fuck out of the throttle.
And use the brake to rotate yourself and lock up the wheels, do not slow down for corners using the brake unless absolutely necessary. You slide to slow down, especially on loose surfaces. It's best to practice rally with a FWD car than it is a RWD/4WD

Also beat DiRT Showdown today. What a fucking pile of garbage. Well, maybe not if you've only played the Rally DiRT games and were intriguing by the idea of something more arcade like/Demolition Derby. Having prior experience with anything else will just make you sad.
The damage is really simplified and driving backwards seemingly has no bearing on taking less damage. And rather then just trying to disable people it's all based on points (which makes things a bit more hectic). Sadly the hits it's registers are seemingly downplayed unless you ram someone right up against a wall. A hit that spins a guy into a 720 will only get a "Light Shunt" or something. It's annoying in Demolition derby events as you scramble for points. And also in racing events since getting a shunt or something nets you extra Nitrous. The AI of course cheats and seemingly has an infinite tank while you're dryer then desert.
The events are repetitive with there being a Push- off event (that seemingly gets forgotten about after the first two leagues), regular demo derby events (called rampages) and races, "we're too cool to call it just a figure eight" figure eight races, and gymkhana shit. There's actually three seperate events (Precision driving Smash hunter, regular Gymkhana events, and Gymkhana against someone best time wins) but it's basically an excuse to reuse DiRT 3 assets, pad out the game, and suck off Ken Block.
Also you're only gonna unlock all the cars over the course of the game till the end. So you'll wind up with cars you don't really have a chance to use. Not that it matters since the actually best cars unlock fairly early on. Just ignore the handling stat and focus on the ones that have strength and speed. If you're halfway decent you can make up for the car not handling the best (The "bad" handling cars actually handle nicely). But getting tossed around or not having some stupid powerful car makes things harder then they need be.
It's amazing how awful it is in the face of so many great Demo Derby games./rant

TDU 1 servers are all down. PC version is unplayable, even with the crack. Pirated versions cut out a lot of content.
TDU 2 was taken off the Steam store, but there was always issues with the game. There may have been issues with authentication that never worked? I'm not 100% sure, someone clue me in. PS3 servers reportedly been down for a while now. Seems like TDU 2 is dead. TDU 2 was always a buggy mess anyways with shit physics.
It's sad. TDU had potential to be great, but there was a lot of bonehead decisions. You can buy houses, but you can barely interact with the house and do anything in your house. I don't even think you can invite friends to your house to have a party like in the TDU 2 intro. It's just buy houses, cars, and gamble at the casino with TDU 2. Customization was limited too. Sad.

The only thing I can't figure out how to make is the FFB, the rest are buttons, potentiometers and an encoder for the wheel, you can get high quality stuff for less than a G27, BUT, you have no structure and have to do all the wiring/calibrating/programming yourself.
If you want to go this way start with an Arduino Leonardo or equivalent and go from there.

If you want more of the same, try HD Fury if you have a PS3 or 2048 if you have a Vita.

The sound/music is actually alright, except when it doesn't know to cut off during the pitiful 'cutscenes', so you end up with constant engine noises and other sorts of crap.
The sense of speed is only there when you start boosting non-stop, but the track gets painted non-stop becoming a rare instance throughout the game and you can only keep boosting when there's none of your paint on the track by shooting forward but it's completely shit against a curve.
But it truly is a waste of a racing game, the whole painting mechanic doesn't work. I rather play a shitty mobile racing game.

Apart from better graphic over the PS2 version, some more "Endurance challanges" Really just longer races but they're fun, some more non customizable cars, a broken 240SX (it can keep up with tier 2 easily), some more challenges, and reward cars relating to online shit (is there a mod that just unlocks all that shit?).
Apart from that, can't remember, though the 360 version was a special edition that came with a bonus behind the sceens DVD shit.

I used the Mustang and it would bog down. Didn't get any better after grinding for parts either. You can still hoon in 2nd and some of 3rd on tight corners, but you just can't keep em spinning past that. If the drift physics weren't so goddamn limiting I'd still cruise on it.
