IDW basically just brought on the people who did Archie's comic right before it was canceled. And, yes, most of the current talent Archie had hired were fans-turned-professionals, but they still kept on some of the old blood, like Butler. I doubt it was a case of censorship, it was just trying to make the SatAM designs fit better with the game designs. The game characters always had the females wearing clothes. I doubt the japs care about theoretical vaginas being exposed but not seen due to lack of pants. It's just a stylistic choice because of mimicking things like Minnie Mouse, and the fact that a lot of artists enjoy the fact that female characters get to wear more fun clothes. Plus, Sally's outfit was absurdly 1993, while the other characters managed to be a bit more timeless.

Because, for a long time, that was the first thing you'd hear them say when meeting another character. "Hey, Tails, long time no see." "Hey, boys, long time no see." "Hey, Sonic, long time no see." When you hear it game after game after game, from several different characters, it becomes very noticeable and rather repetitive. It's not meant to be a catchphrase, or a small joke (except in this comics case, probably, knowing Ian). It just feels like the writers are being very lazy, like they couldn't think of any other greeting and didn't want to bother giving different characters different ways of speaking. No "how've you been?" or "glad to see you." It was just the same exact phrase over and over, like that was all the character's knew.

tails doll is basically an easter egg ish stuff, you can call it a meme as well. Other than a creepypasta or an easter egg material, it has no use in any game. Metal Knuckles isn't really a thing, I don't know if it took part in comics, but it isn't a big deal or anything. Metal Sonic is too cool anyway.

Metal Knuckles and Tails Doll are both equally important characters from Sonic R. Sonic R's story involves Robotnik making Metal Sonic equivalents for Sonic's friends who are also coming to race. Except Amy. I guess he forgot her because she's such a slow faggot that she has to use a car. So Robotnik also using a vehicle makes him the Amy equivalent, except then you remember at the end of Sonic 2 when Eggman runs faster than Sonic, but I guess he can't keep that up for a whole race.
Tails Doll has a small cameo in Sonic Adventure, but then you might as well count Metal Knuckles from Sonic Advance or whatever one it was as well, even though that was a very different Metal Knuckles. It was a more substantial role than Tails Doll ever had in the games, though.

They were fucking background characters, and they didn't even stand out. And it's not like this is a first for Sonic comics. Hell, shortly after Ian took over as lead writer for Archie's run, he stuck in representations of him and his wife as guests to Antoine's and Bunnie's wedding. And that was the point that's commonly regarded as the upturn of the comics, right after they hit rock bottom.

It's because IDW has a horrendous track record in the last couple years. This creative team has a great track record, but now they're working for the company that made Trannyformers, made Snake Eyes a teenage latina girl, and kept trying to keep an avowed communist writing GI Joe, even after he angered the entire small but loyal fanbase of goddamn GI JOE: A REAL AMERICAN HERO by saying that only people who were in lower manhattan at the time are allowed to mourn 9/11. Their editorial control only seems to step in when they want to make things worse. So if any bad actors work their way onto the creative team, they can probably get away with anything. Though that was the case at Archie as well.
It's all moot since IDW seems to be losing the Hasbro license, right after their profits dropped 91% year over year and they had to fire their CEO, so they'll probably go out of business very shortly.
