Alpha Protocol lets you pull a psychopath run like in no other game.
Embed related really demonstrates it, but if you go to the end it also spoils the whole game, so see if you're sold on it in the first minute of it. Although then embed related doesn't include things like a mission where there are other US spies in the level… that you can go out of your way to kill, with your handler getting angrier and angrier at you for each one of them you kill.

Why has no one ever expanded on the concept? Evil Genius was flawed, but it was a cult hit, and there's little you can do wrong by aping Bond and a 1960s aesthetic.

The Styx games, somewhat. The titular character is an ugly, selfish criminal goblin who never wants anything but his own gain. So he's not evil in the sense he's just out for himself, but he's definitely an antagonist to the civilizations featured in the games.
Beware though, they saw fit to make him a memelord in the second game. His personality's still largely the same, but with cringy jokes added.

The problem was/is that the game was designed by autists from the Keeper Klan community, for whom singleplayer simply no longer held any interest after over 9000 playthroughs.
That being said, the Heart of Gold mini-campaign intentionally adressed this issue after the fans kept complaining about the game being too fast, as did My Pet Dungeon Mode (which should have been in the game in the first place rather than being added as DLC, but whatever).
I'm mildly worried about the new Undergames campaign - given how wonky the AI is, I have a feeling that it will be another thing built around MP mechanics.

If you're more into fantasy and want something modern there's D:OS. It has a GoG version so it's a easy pirate. Or dorf fortress, you can go maximum autism and build horrible pit traps and drown your enemies in molten metal or blood. It really depends, do you want a driven story where you are a villain or are you okay with hands off sandboxes that allow you to be evil?
