The most accurate solution today is RetroArch running the Beetle PSX Core, or Mednafen (which it's based on). If you want a plugin emulator, though, then use PCSX-Reloaded or the PGXP fork.

Hit or miss really. Dolphin is usually fine for GC/Wii, assuming you don't need peripherals too much. For PS2 I just use a modded PS2. (Can't comment on PS1 or DC.)
If we're talking handheld, BGB/mGBA are pretty accurate.

this said before i move on, i recommend retroarch's mednafen ps1 hw core as it lets you overclock the cpu. games like kings field are much, much fucking better without the constant slowdown. i dont know how you would increase the resolution though

I use retroarch's mednafen with a crt filter. They are actually pretty decent these days and will help anti-alias your game without looking like a smudgie mess. High resolution looks awful for most PS1 games because of the disparity between the models and the textures. Don't even get me started on games with prerendered backgrounds.
This picture is from a few years back and it's just the crt royale filter. I'm sure there are better ones out there.

Not that faggot, but I've had several problems with RA, mostly performance related issues with emulators, for example, I tried to play Bloody Roar 2 using mednafen's core in RA and I got heavy slowdowns or audio crackling, however, using standalone Mednafen, the game ran flawlessly. It also happens with low demanding cores like GBA or SNES.

Mednafen is the best emulator for accuracy, and RetroArch has their own fork of it that lets you play at higher resolutions, use OpenGL or Vulkan renderers instead of software (which may introduce graphical issues in some games, still a work in progress), and also has stuff like PGXP that lets you stabilize some of the shaky polygons and provide perspective-correct texture rendering if you choose.

This is probably your best bet. Beware that it can be a pain in the ass to set-up correctly though (especially on Windows).
I still prefer Mednafen since it's more straightforward, and I think PS1 games look weird when upscaled.
