Most of the phones use the similar parts, if not the same kind of specs especially on the cpu side and the only thing you can nitpick is default software pre-installed, ram, screen size/quality/resolution, camera and other retarded shit. The only thing absolutely wrong is the lack of controls which you need to get a bluetooth keyboard or controller and set it up, but the latency absolutely kills it unless you enjoy gay turn-based / casul games.

No. The only good games you can play on android are emulated console games, and those don't run above 60fps.
There are a few (less than 30) other decent games, but a lot of them are too heavy for a handheld and you'd be better off installing a desktop version or emulating the game on desktop or running a dual boot with android x86.

It will have twice as much RAM (4GB) and twice as much storage. A slightly better CPU and a much better graphical processor. So performance for GPU heavy software will improve by 30-40%, and CPU performance should improve only slightly.
Dreamcast games can already be emulated easily even on some budget android devices so it shouldn't be a problem.
PSP games will be a hit or miss.
Unfortunately it will have android 7 and not android 8, so vulkan support will be non-existent.

I actually got the razer phone, and I must say, it's really not all that great. The price is not bad compared to other newer phones, but the phone is just not a very smooth experience. I'd recommend getting something like the huawei phones, or the ZTE axon M, or the LG V30.
All these have their own drawbacks, but the experiences I've had with them are much more complete and any gimmicks they provide are significantly more noticeable and useful than the 120hz display.
I'd only recommend the razer phone for people trying, over all else, to get a huge battery, a current gen experience, and no bloatware.
