TLOR is tricky because it gets retconned by Tolkien himself as he revises in his later years. He did this with orcs (as well as the chapter "Riddles in the Dark" in the Hobbit, first prints have a different version of how Bilbo found The Ring), but within TLOR itself in its unrevised form it's hinted that orcs were bred with humans to make Uruk-Hai by Sauron (and subsequently Saruman) but the origins of the orcs themselves were that of twisted elves.

Outside of TLOR there are a handful of different origins for orcs depending on the source, whether it's the Silmarillion or the unfinished notes and appendices later published by Christopher Tolkien.

Tolkien may have genuinely wanted to change the origin of the orcs but there is no definitive answer save the ones given in his "finished" works (and by that I mean books completed solely by him and published in his lifetime, which does not include the Silmarillion but many consider it canon anyway).

BTW, if you never have you should all read the Children of Hurin. It's a great book, regardless of the setting and lore of the rest of Middle Earth.

But of course, they're extremely fucking silly and then have some nonsense about Celebrimbor not being obliterated and after Sauron gets murdered (or however you'd describe it) via the destruction of the one ring, his soul (that is to say, Celebrimbor's soul) flies off to be witnessed in some future venture (or so they plan) - along with that elf hunter girl.
