I generally dont like scary games because theres only two ways i play them.
1. Dissociated. The game is boring as fuck, to the point of hilarity because you know its fake and can sense every "scare".
2.Immersed and in fear for my life. Like pausing the game and looking behind me with a knife and flashlight close by. Fear lasts for an hour or so after i stop playing.
Problem is, if i start with 2, but get so scared i go 1, i cant go back to 2, and the game is just boring.

That's OPs point (and I have the same problem). Ooga booga jumpscares make him jump, but purely out of reflex and don't leave any sense of actual fear, while the atmosphere which is supposed to be scary doesn't do shit. And that's sad because that's the fun part (supposedly).
In my case I don't even have nightmares, I have dreams with death and dread but it doesn't actually phase me, even in the dream. Hell, I taught myself how to get sleep paralysis with hallucinations at will and not even that spooks me.

I wasn't trying to imply the atmosphere was the scary part. I know a lot of horror games are touted to scare you with its atmosphere, and I would say that is true of Silent Hill 1-3 which use sounds to great effect.
However what I was talking about is that, even beyond the question of being scary or not, horror games still manage to create the best, most creative environments.

I'm a huge pussy and get easily scared, even when playing non-horror games.
One example is Aliens vs Predator. I love these games but the Marine campaign feels so dreadful, suspenseful and spooky. Everytime the motion tracker picks up a signal I start shitting my pants and sitting in a corner.

I struggle for an hour to progress from room to room, constantly pausing whenever I almost get a heart attack.
The music and ambience really get to me, I get immersed into the game so much. That's probably the reason why I get scared so easily, whereas people like OP don't get immersed easily hence don't get scared because they don't associate with their character.

Also, what about indie horror games? True, most of them are shitty Unity clones of Slenderman and other assorted meme titles, but the thing I have with "properly" produced titles is that trailers and the like usually give away far too much of the story, and the mechanics with which the game tries to scares you are foreseeable.
Some indie guy who just did the game for shit and giggles conversely can pull off stunt that a normal dev would not dare to do because the audience would not like it and it would be bad for the profits and whatnot.
That, and the usually much simpler graphics of these indie titles often are far scarier than the Super Ultra 3dHD-Titassbumfuck stuff AAA titles can produce, simply because they leave up more to the player's imagination.

I don't get scared by horror games, I get angry. No matter how ineffective a weapon I'm given, I will make absolutely damn sure to murder every last motherfucker that tries to creep me out. It's the same for me irl. A buddy of mine jumped out at me from around a corner and yelled 'boo' and wound up in the hospital with a busted nose.

Until immersive VR with actual physical feedback becomes possible, I doubt anything in a video game can "scare" me. They can make me play more cautiously, or cause me to flinch (although I use the term loosely; not even jumpscares in real life do more than make my asshole clench a little or make my eyes widen for a second) but nothing more. You'd have better luck trying to frighten a tree; I'm just far past the point where I give enough of a fuck. Even something people commonly describe as horrifying, like Ito or Lovecraft, is at best to me "very unsettling".
