Closest thing I can name is probably MGR with its parry mechanics, but I also didn't play Overlord as some anon mentioned it being similar as well.
Basically all enemies except for green crabs in Chaos Legion are huge damage sponges. You can wail on them for minutes and then they'll just two shot you. That how it looks if you play it like DMC or Musou.
Instead you should watch for openings and counter enemies by attacking them into their hitbox.
Needless to say different attacks work better for different enemies and their attacks.
You can also follow up combo from successful counter and each attack in combo will register as counter, racking up huge damages.
It's a lot stricter and more punishing than MGR though, so you need to git gut fast, possibly retry especially hard levels a whole bunch of times before beating them at least once.
Game is anti-musou, you can't just turn your brain off and mash away. You need to be focused at all times.
It's also not like them soulsbornes as you can just backstab/parry cheese, as if you try to keep attacking past enemies' staggers they will punish you, even if your combo started off successful counter.
It may feel vaguely similar to DMC if you're fan or royal guard though, but you don't have flashy multi-staged combos, or lengthy aerial raves.
You have shitton of advanced techniques though, like lightning grappling hook thingy, or specific summons special attacks, like dragon punches or fireballs, learning and utilizing all that makes game a lot faster and more fun, but you'll never do long crazy combos like in DMC.
I don't know if high level play videos of this thing exist, and I never recorded any, but once you get good game feels super satisfying.

Come to think of it, finesse is the right word.
Sieg's animations are top notch, especially considering game is from 2003.
Nothing at the time came close to it in terms of animations, and even DMC3, which was released 2 years later, can feel kinda janky where Chaos Legion feels buttery smooth and plastic.
Hitting right spots with right angles of right attacks can result in knocking down huge foes in CL, so yeah I'd say there is a lot of finesse to it.
If it was released to day with exact same gameplay and content, with maybe a little better textures, it would a much bigger success.
