The paid mods didn't really do much, except for alienating a bunch of holier-than-thou stuck up modders. The modding community in Skyrim has declined a lot, but than can be attributed to time.

You need to port them from vanilla to make them work in the remaster, and since most of Skyrim mods are very dependency-heavy, the modders aren't willing to move. I spent a fair amount of time compiling a big pile of Mods to try and make Oblivion a fun and lewd RPG. You're not wrong in saying that its a pain in the arse, but I think its worth it, at least for me, since personally I really prefer the Oblivion lewd mods over the ones available for Skyrim, there seems to be a larger variety of fleshed out ones, and a lot of the mods for Oblivion are compatible with one another automatically, like how the Rape mod I use recognizes the slavery system I use, and automatically converts any NPC raped to 0HP by my PC or one of my slaves into a new slave instead of killing them as it normally would. By comparison a huge amount of sex mods for Skyrim seems to be some variation of the player getting raped or enslaved with surprisingly few offering rape or slavery systems for the player to enact against NPCs.
Anyway, point is with a few mods Oblivion can be a pretty great time, adding random villagers who piss me off or bandits who I think are too pretty to die to my personal harem never gets old.
