it literally means constant quality factor, which can save bitrate on quieter scenes and use more bitrate on scenes that need them

In terms of skill required, it's a lot easier than I though if you draw over other footage (eg. animated 3d models) to help you get a smooth animation, it's just fucking tedious to spend a month drawing frame after frame just for a 2 seconds worth of 12 fps animation. Animation naturally takes a fuck load of time and the are a gorrilian ways to animate. There is an entire process before you start doing frames which also take a buttload of time(that is if you planned out the animation, you can still go in basically blind). But ultimately its still like drawing - you have to practice it to get a feel for timing, you could just be naturally talented and be better at it from the get go. You don't necessarily need to be that good at art itself what you need is consistency between frames. Its kinda the same with how movie frames are shittier quality if you stop it but in motion it looks just fine. Although anime is mostly high detail still frames.
