Since op's (1) and done shilling attempt failed miserably, and nobody bought that piece of shit even on sale, I'd like to actually discuss the topic now.
Dark Souls is generally good at doing it, putting diminishing returns on all stat gains from your abilities, resulting in NG+8 still being good enough for both level 120 and level 800+ characters.
Castlevania Aria of Sorrow attempted it, but poorly, since you could get chaos ring on your fist playthrough and then just rape the entire game on NG+ Hard Mode.

Ruiner NG+ was pretty cool since it revamped all enemy encounters, introduced new enemy types and existing enemy types sooner in the game, and let enemies spawn with new weapons you could also use. The new Annihilation update also added in some new-ish enemy types in the form of enemies with barriers that reflect bullets, dashing kamikaze enemies, and enemies which are invulnerable until you kill their slaves. Those appear in Arena Mode, but I do hope they appear in the main game.

CotM did a better job at it than AoS through its class system where each class would give you an unique starting set of cards which you would normally have to grind for in your first normal run, and a certain stat set-up for each class as well, so as a Magician you were much weaker physically and had to rely more on spells and summons to survive, as a Fighter you could just bruteforce your way through, and as a Thief the card drop chance would be multiplied sixteenfold, so you got LOADSACARDS. Since playing a separate class is just a matter of inputting a special name when starting a new game, you don't need to play the game over and over to unlock them, unlike something like in TBoI.

I bought it since it was on sale for 20 banana money and Devolver usually publishes good games it was surprisingly fun. Plays like HM with dashing and other abilities you only use if you're a fucking faggot.
My only problem with the game is that it might be too short. I'm only 3 maps in, counting the city hub, and it's already halfway in, according to the level select thing.
The game is fun, I like masked protags and the girl is cute. Still, it's not worth over the 6 dollars I payed for it.

New Game+ should be standard on any game which takes a significant time investment. And I'd go a step further and suggest that New Game+ should always be designed to modify the game design to account for end-game level players and that there should also be a "scenario" mode that unlocks which lets you play through certain areas and scenarios in the game instantly (without the time investment to get there again) - and in which your gear and levels and shit is pre-determined and balanced by the designers.
Give the option to make it more modular on subsequent playthroughs so I can revisit favorite bosses and dungeons or storyarchs quickly.
Basically, stage select mode reward for modern age shit.

I have beat this games maybe five times and i never needed to grind ever. The only grinding situation is maybe if you want to get the renaissance man achievement.

I'd assume he means pure mechanical skill and reflex, not strategic skill. The dodge is a good example, you are way more incentivized to plan out your dodges ahead of time instead of just dodging reflexively because of how magnetically accurate the AI's aim is.
