Dragon Force is pretty good, though Working Designs doing the US version might get a few screeching, so i'll say Dragon Force II with the fan translation.

Tough choice between Wesnoth and Ogre Battle 64. Wesnoth would win if someone would alter the RNG to raw damage already, the game really doesn't need it and would be more strategic without it.
