One of the main gimmicks in the game is that you can recruit almost anyone as a party member, and to recruit new characters you usually have to complete some side quest for them. This is both a good thing and a bad thing; it means that you'll constantly be meeting new characters who may or may not interest you, encouraging you to complete their side quests if they seem like they'll be useful. On the other hand, many of the side quests (and main quests too, for that matter) require a decent amount of revisiting old areas, and enemies respawn when you leave a room, so unless you're avoiding every enemy you find (which is sometimes not possible), you'll end up with a team of overleveled characters. Of course, you could keep switching out party members so none get too powerful, but there's never any motivation to do so besides wanting to try every character. This may just be a me problem since the same thing happens when I play Pokemon: after collecting a team of six pokemon, I stop catching new pokemon, since anything I encounter after that point is usually at least seven levels lower than my main team, so training the new members up would take too much time. Citizens of Earth offers no good way around this problem, so if you're like me and dislike this aspect of RPGs and grinding in general, you may get turned off to the gameplay. Sure, you could continue cycling party members anyway, and it seems the difficulty is scaled with this in mind, since most bosses are pretty easy, but then you're just artificially crippling yourself to make things harder or more interesting, when you could instead just be playing a more difficult or interesting game.
Citizens of Earth isn't completely devoid of fun content, but I felt that it would end up being too repetitive after I played ten hours. Depending on how you look at it, either I gave the game a fair shot or didn't, and maybe it does get better later on, but if these things sound like they'd turn you off, then don't bother. If, however, you generally enjoy RPGs and like the idea of doing a ton of quests and having a ton of party members to choose from to be able to mix and match and form the perfect team or whatever, don't let me or anyone else who doesn't enjoy it stop you.
