I'm pretty sure standard procedure for dealing with CP global reports is for the none Globals to lean back and just lock the threads for the Globals to check it out. But it's been pretty inconsistent with how enforcement is done, it's usually the Globals who do it.

The entire site was covered with CP boards and monitoring /b/ was a 24/7 job, there was a period where volunteers that would die down then go back up gain where volunteers would go and sniff out the hidden boards stashed with CP and basically report about it in a cycle on one of the bigger Meta boards and that still wasn't enough to deal with the CP. I don't see how it was possible to keep under control without a bot setup.
